Abstract: Every ‘qualified’ Vice-Chancellor turns out to be an ‘ideal’ and ‘competent’ Vice-Chancellor. In fact, apart from the Qualifications, a Vice-Chancellor should have certain essential Qualities and Attributes, which are not always ‘prescribed’. Moreover, even an efficient Vice-Chancellor may not be effective. It is the qualities and attributes which help the Vice-Chancellor to be an effective Vice-Chancellor.
